This is how the IGN article touched the subject, and nowhere does this say Grunberg is not returning. The Wiki article claims that Greg Grunberg will not be returning for Condemned 2, however I found no evidence of that in the article attached. Monolith have always developed their own engines for their games and this should be no exception. Nothing in that link specifically states that its using the UE3 engine.
